20:44 Dispatch received a report of a suspicious person walking a dog outside of Fields/Schoenfeldt. Officers checked the area and were unable to locate the individual. Officers determined the description matches a neighbor who walks their dog regularly in the evenings in that area. Officers cleared and no further reports were received.

16:31 Dispatch received a walk-in report of an apparent transient sleeping on a bench in Lund Courtyard. Public Safety officers observed the individual and determined that he may be under mental distress so Portland Police were called in to assist. The individual was transported from campus by Portland Police without incident.

18:09 An individual was seen leaving campus with what appeared to be University property. Portland Police were notified and joined the search in the neighborhood for the suspect. Officers were unable to locate the individual but did recover the stolen property in the area of N. Yale and N. Portsmouth.

23:03 Officers responded to a noise complaint in the 6800 block of N. Fiske. Residents were compliant and no further complaints were received from the area.

01:43 Student living off campus reported a homeless man sleeping on their porch. The student was directed to contact Portland Police Bureau for enforcing trespassing violations on non-University property.

12:10 A neighbor reported finding a possibly stolen UP golf cart. Physical plant was notified, and the matter remains under investigation.

15:31 Athletics staff reported possible theft of groundskeeping equipment from storage shed. The matter remains under investigation.

Friday 8/4/2017

22:30 Anonymous report of loud party / noise complaint received in the neighborhood of Astor School. Officers responded, and no such party was found. Officers received a second complaint, and Portland Police Bureau was called - neither UP Public Safety nor Portland Police observed any violation of noise ordinance.

23:21 Anonymous report of fire pit in use at UP rental house during Multnomah County burn ban. Officers responded and advised the renters, who were compliant in extinguishing the fire.

18:04  Four people ran from officers when seen on the pilings at the River Campus. All four were found again in the East Quad by Waldschmidt and given stern warnings regarding safety issue of being on pilings. All four left campus.

20:30  A suspicious person was observed near Merlo field. Was contacted later near Pilot house and left campus.

21:12  Call of a suspicious person from the 5200 block of N. Harvard. Same individual who was escorted from campus earlier. Portland Police were called and were unable to locate the suspect.

22:20  Call from the 5200 block of N. Willamette regarding a suspicious person tried the front door. Individual was apparently at the wrong door.

 07:30 An individual deemed to not be a member of the University Community was seen near Shipstad Hall. Officer requested that they leave campus and they were compliant.

11:24 Dispatch received a report of 3 individuals arguing between Etzel Field and Corrado Hall. Officers searched the area but were unable to locate. 

11:34 Physical plant employee reports smouldering bark dust next to Chiles Center on Willamette Blvd. Physical Plant staff was able to extinguish and officer cleared. 

14:15 Officer dispatched to Mehling Hall for fire alarm. The alarm was determined to be caused by construction dust. Contractors covered the detector and officers cleared.

11:50 Passerby reports smoldering dry grass near Waldschmidt Hall on bluff side. Officer drowned it out with water and observed it as out and safe.

15:19 Grass fire flared up again near Waldschmidt Hall. Officers put it out again. No further calls were received from this location.

00:32 A noise complaint was received from the area of Portsmouth and Oberlin. Officers were unable to locate. No further calls were received from the area.

15:00 A student reported a suspicious driver/car that had followed them. The suspicious driver had yelled and taken pictures of the reporting persons car. Officers took information and advised the student regarding safety.

20:19 A student reported a license plate stolen from her vehicle. A Public Safety officer spoke with the student and referred her to Portland Police Bureau to report the theft as well.

04:48 Call from a neighbor in the 5000 block of N. Oberlin regarding college age persons pounding on the side of his house and waking him. Called stated that Portland Police was out with this group of students. Public Safety responded but Police and students had left and the area was clear of any pedestrians. No further calls were received from this location and no report received from Portland Officers.

16:43 Officers took a theft report from a resident of Lund Familly hall regarding appliances that were removed from the building while the student was out of town. This issue remains under investigation.

20:25  Dispatch received a call regarding possible fire near Franz Hall. Officers located a small amount of smoke and flame, likely from a dropped cigarette. The flame was put out with extinguishers and officers observed the area till it was deemed safe.

22:24     Officers responded to a noise complaint in the area of the 4900 block of Princeton.  Officers drove by the area to find that the condition did not exist.

06:44 Officer was flagged down by physical plan employee regarding vandalism in the Chiles Center. Graffiti was found in a restroom and subsequently removed by patrol staff and physical plant workers.

09:30 Students walked in to Public Safety to report the theft of their bicycles from the 6000 block of N. Princeton. While reporting the incident, Public Safety took a call from a nearby neighbor reporting they had located one of the stolen bikes in front of their home. One bike remains missing. Public Safety took a report and the victims were directed to report the theft to Portland Police Bureau.

15:58 A conference participant reported their vehicle was broken into in an apparent theft attempt at some point in the past few days. Nothing was taken. Reporting party was instructed to file a report with Portland Police.

23:08 Officers responded to the 7100 block of N. Fiske Ave regarding a noise complaint. Officers made contact with the tenants, who were compliant with officer's request to keep the noise level down. No further calls were received.

01:45  A student reported a possible threat received via an anonymous social media platform. The threat was determined to be unaffiliated with the specific student reporting it or the University of Portland area community. The student was advised to report the possible threat to local law enforcement.

16:42  Officers responded to the report of a theft from the Pilot House. Officers investigated, and misplaced items were located, no theft was determined to have occurred.

22:24  Dispatch received a noise complaint from the 5200 block of N Yale Street. The addresses involved were determined to not be affiliated with the University of Portland. Reporting party was advised to contact Portland Police Bureau.

8:13  Officers responded to the report of a theft from a Buckley Center classroom. An investigation is ongoing.

12:38  Officers responded to a fire alarm from a service room in Fields/Schoenfeldt. PFD also responded to the scene due to observed smoke. Cause was electrically based and apparently caused by maintenance activity. No actual fire was found. PFD declared the building safe and all units cleared.

02:30   Officer responded to a report of an individual asleep on the sidewalk near Van Houten Ave and Warren St. The individual was found to be unable to care for himself and no acquaintances were able to be reached by phone to care for him. Portland Police were called, and transported him to Hooper Detox.

16:29  Housekeeping employee walked in to report a suspicious vehicle/person on Portsmouth near River Campus entrance. The person appeared to be sleeping in his vehicle. Officers made contact and it was determined that the individual was not a member of the University community, but since he was on a City of Portland street, no action was taken. The individual then left the area without incident.

08:09   Officers responded to a report of a vehicle parked near Corrado Hall in an unusual manner. The vehicle was found to be legally parked and permitted, no further action was taken.

09:22   Public Safety received a report from a student regarding a theft.  The student was parked at River Campus overnight and when the student got into their vehicle the noticed that some items were taken.  Officers made a report and the case remains under investigation.

15:46   Officers responded to a report of a suspicious individual exiting a prohibited construction area near Kenna Hall. Individual was found to be a student, and was instructed to remain clear of areas under construction.

00:08     Officers responded to a party complaint in the area of the 5200 block of Harvard.  Officers made contact with the renters and they were compliant.  No other calls were received.

10:50    Officers responded to a report of an individual assaulting people at the Chiles Center. The suspect was found to be aggressive and confrontational to event staff, and was escorted away from the venue. Portland Police Bureau also assisted in isolating the individual.

00:37  A person not associated with the University Community was found sleeping in Franz Hall. Portland Police assisted and the individual was trespassed from campus.

10:26  A person who was not recognized by staff was reported to be sleeping in the basement lounge of Corrado Hall. Officers investigated and found that the individual was indeed a student and had the proper authority to be there. 

21:56  Dispatch received a noise complaint from the 4700 block of N. Harvard. Officer was unable to respond and the caller was referred to Portland Police Non - Emergency number.

23:32  Dispatch received a party complaint from the 6800 block of N. Fiske. Officer reports no party, just a number of people talking too loud. No other complaints were received regarding this location.

11:08 Staff reported seeing suspicious vehicles on the River Campus. Officers investigated and allowed the individuals to remain.

14:16 Administrative staff reported a suspicious person inside Waldschmidt Hall. Officers were able to contact the individual on Willamette Dr. near Portsmouth. The person was determined to not be a threat and was allowed to continue on their way.

15:02  A suspicious vehicle was reported in the River Campus parking lot. It left before officers had arrived. No further report of the car was received.

16:48  Officers responded to the report of a suspicious vehicle on N. Strong. It was determined that the person did not belong to the University community but was waiting for a friend to return home.

23:26  Dispatch received a noise complaint from the 7100 block of N. Fiske. It was found that no person associated with the University was residing there. Officers cleared and a voice message left for the Reporting party regarding that locations status.

00:39     Received call from neighbor reporting loud music from a  house on the 5200 block of N. Amherst.  Officers checked the area and were unable to locate loud noise.  Address is not registered to an UP students, caller was advised to contact Portland Police Bureau for further issues.

01:14     Received call from a neighbor reporting a loud party on the 5200 block of N. Yale.  Officers made contact and the party closed down.  Matter referred to Student Conduct office for follow-up.

01:53     Received call from a neighbor reporting loud music from house on the 4700 block of N. Yale.  While caller was on the phone, music seemed to stop.  Officers checked the area and determined that the party had quieted down.  No further action.

02:09     Received a call from same neighbor previously reporting issue at 4700 block of N. Yale.  Officers contacted residents and they closed their party down.  Matter referred to Student Conduct office for follow-up.

22:33     Received call from neighbor reporting a loud party on the 7200 block of N. Jordan.  Officers responded and spoke with an individual who claimed to own the house.  Alleged owner claimed the party would quiet down.  Another call was received on same location.  Portland Police was notified and responded to the address.  Call closed by referral to outside agency.

22:41     Received a call from a student reporting receiving threats via text message.  Student declined to file a formal report, were advised to contact our office or Portland Police if they felt they were in any danger or if the threats continued.  No further action.

22:47     Received a call from a neighbor reporting loud music from a house on the 6800 block of N. Monteith.  Officers were unable to locate any loud noise in the area.

Thursday 05/04/2017

01:40     Officer observed non-community members going through dumpsters at Kenna. Contact was made and they left compliantly.

14:59     Received a call from staff in Waldschmidt Hall reporting a suspicious person who had come into the office and asked unusual questions.  Officers checked the area and found an individual matching the description, but they were off campus and departing the area.  No further action.

20:16     Officers arrived at the scene of a party at 7400 block of N. Olin. Contacted residents who claimed the party would be over by 22:00. No other calls were received.

20:58     Officers report to Corrado Hall area for the call of an intoxicated student. Individual was transported for medical evaluation. Incident passed on to administrative staff.   

22:01  Officers respond to the report of a large event in the area of N. Willamette and Harvard. Portland Police were called to assist as well.  Party was ended and attendees cleared the area.

22:25     An individual reported someone they had a restraining order against was outside their residence at the block party. Portland Police were contacted to respond.  No restraining order found on record.  No further action taken. 

23:00     Received a call from a neighbor reporting a loud party on the 5000 block of N. Harvard.  No registered students living at the address, caller was referred to Portland Police Bureau.  No further action.

23:14     Received a call from a  neighbor reporting a loud party on the 7000 block of N. Olin.  Officers were unable to locate any noise and cleared.

23:48     Called back to N. Olin, determined party was on the 7400 block of N. Olin. Requested renters go inside and quiet down. They were compliant. No other calls were received.

10:49     Officers respond to the call of a non-community member in Corrado Hall. The individual was contacted at N. Portsmouth and Willamette. He was compliant and left the campus.

14:20     Officer located an individual barred from campus in the Pilot House and advised them they were trespassing and needed to leave campus immediately.  The individual was compliant and departed.

16:00     Student reported their bicycle stolen from outside Kenna Hall.  Report taken and student was advised to report to Portland Police Bureau as well.

19:30     Officer reported leash-law violation on River Campus.  Violators were advised to leash dogs and left area.

19:39     Officers made contact with a suspicious person on campus near Shipstad Hall.  The person was identified and was asked to leave campus.  Suspect was compliant and left the area.

21:00     Officer reported a leash-law violation on the River Campus parking lot.  Violators left the area in response to officers' presence.

22:59    Hall staff reported smell of marijuana in Mehling Hall.  Officers assisted in locating source of the smell.  Incident referred to student conduct office.

08:54     Officers were called to the 5800 block of N. Warren to take a report of a car break in as well as a storage shed. During the investigation is was also determined that the original reporting parties spouse also experienced a car break in and theft of items from within 3 weeks earlier. Reports taken and the individuals were also referred to Portland Police Bureau.

19:41     Officers responded to a marijuana smell at Shipstad Hall.  Upon arriving the officers were able to pinpoint the area in which the smell was coming from.  Officers conducted a room search and found marijuana and alcohol. All items were confiscated. Officers made a report and the student was referred to the Student Conduct Board.

00:33     Hall staff at Lund Family Hall reported an intoxicated student.  Officers assisted in evaluating and emergency medical services were contacted.  Student was transported to the hospital for care.

01:03     Officers responded to a party call in the area of the 6700 block of N. Van Houten.  Officers made contact with the renters and they were compliant.  No other calls were received.

20:24     Officers responded a call of a block party in the area of the 5600 block of N. Willamette.  Two alcohol violations documented and referred to student conduct office.   Portland Police Bureau arrived on the scene to control the area.

13:39    Officers located individual reported the day before for suspicious activity and instructed them to leave campus.  Individual was compliant.

14:07     Officers responded to a suspicious person in the area of the Beauchamp Center.  Officers arrived and identified individual instructed to leave campus earlier.  The individual was issued a formal trespass warning and left campus. 

23:01     Officer responded to a call of a party at the 5200 block of N. Amherst.  Officers made contact with the renters and found that they were not University of Portland students.

17:16    Suspicious individual reported at the Pilot House.  Individual was informed they were on private property and asked to leave campus.  They were compliant.

22:23     A neighbor called to report loud music from an address in the 6800 block of N. Monteith. Officers were unable to locate. The reporting party reported noise as 'intermittent' and officers were cleared.

02:12     Officers responded to a call from Portland Police Bureau who were in the area of Stanford and Amherst. Students were warned by Portland Police Bureau of Criminal Trespass.  Students were referred to Residence Life for follow up.

02:34      Officers responded to a report of an intoxicated student in Christie Hall.  Student was transported to the hospital by AMR. 

16:28       Officers responded to a call from hall staff of a strong smell of marijuana in one of the residential halls.  Officers arrived and found the source.  Officers confiscated the marijuana.  Officers made a report.  The student will be referred to the Student Conduct Board.

00:38     Officers responded to a noise complaint in the are of the 5200 block of Harvard.  Officers made contact with the renters and they were compliant.  No other calls were received.

0056     Public safety received a call of excessive noise in the area of Stanford and Syracuse.  When officers arrived in the area the condition did not exist.  Officers cleared.

01:09     Officers responded to a call of intoxicated students in one of the resident halls.  Each student was identified and returned to their dorms by hall staff.

21:11      Officers responded to a report of an intoxicated student at the Pilot House.  AMR was called and the student was transferred to the hospital.  

21:29       Officers responded to a call of a intoxicated student in the restroom of Chiles Center.  Student was transported to the hospital by AMR.

22:44       Officers respond to a call of an intoxicated student in Shipstad hall. Medical resources were called and determined the student was ok to remain under the care of hall staff.

03:24 Received a call from a neighbor reporting shouting from multiple individuals on the 6800 block of N. Montieth. Officers contacted the renters at the address and advised them to abide by the noise ordinance. No further calls received. The incident was referred to the Student Conduct process.

02:15 Officers took a report from a student that they had been sexually assaulted, earlier in the semester, in Christie Hall. Case is pending.

23:33 Received a complaint via text that there was loud music coming from a student rental on the 6700 block of N. Stanford. Officers responded and the renters turned the music down.

22:16 Officers were out checking a suspicious individual near Romanaggi Hall. Individual was determined to have legitimate business on campus, and officers cleared.

12:34 Student came into the office to report suspicious individual matching earlier description following her and muttering inappropriate comments about the student. Officers resumed search of campus and were able to locate the individual as he departed campus. Portland Police Bureau was contacted and attempted to locate the individual, but were unable to do so.

11:48 Student reported a suspicious individual matching description of earlier call following the student and making inappropriate comments under his breath. Student reported that they had last seen the individual outside Kenna Hall five minutes earlier and that he had been leaving the area. Officers conducted a search of the campus but could not locate the individual.

09:46 Student reported a suspicious individual on Portsmouth following the student and muttering inappropriate remarks approximately ten minutes prior. Officers searched the area but were unable to locate the individual.

01:36 Student called the Public Safety office to report that their vehicle was broken into and several items of value were taken. The vehicle was parked in the 5300 block of Princeton. The student made a report with Portland Police. The case remains under investigation.

Officers determined that there was marijuana use occurring in the room and confiscated marijuana, paraphernalia, and alcohol from the room. 01:47 Received a call from a neighbor on the 5600 block of N. Amherst regarding a loud party next door. Officers checked the area but were unable to locate any parties in the area.

02:07 Neighbor reported a loud party next door on the 5200 block of N. Amherst. Officers were unable to locate a party, and the house next door on the indicated side was dark and quiet.

14:30 Student reported their bicycle was stolen sometime before 11:3o from the bike rack near Franz Hall. Student was advised to report the theft to Portland Police Bureau. Investigation is suspended.

22:55 Hall Staff responded to complaint of party in a residence hall. Confiscated possible drug paraphernalia. Public Safety officers were dispatched. Students were referred to the Student Conduct board.
